No, barge-mounted cranes cannot lift their full rated capacity over water due to list and trim effects that reduce stability and load capacity.
Barge-mounted cranes experience significant capacity reductions when operating over water due to the vessel's response to off-center loading. When lifting loads over the side or at extended radii, the barge will list (tilt sideways) and trim (tilt bow-to-stern), which shifts the crane's center of gravity and reduces its effective lifting capacity. Most barge crane operations are limited to 75-85% of the crane's land-based rated capacity.
