The qualified person preparing the lift plan is responsible for verifying ground bearing capacity meets crane manufacturer specifications and job requirements.
The qualified person who develops the lift plan bears primary responsibility for verifying ground bearing capacity. This individual must ensure the ground can support both the crane's static load and dynamic lifting forces. OSHA 1926.1404 requires the controlling entity to determine ground conditions, but the lift planner must interpret and apply this data.
Remember: "QP Checks the Ground" - Qualified Person verifies bearing capacity before lifting starts.
